    Southern District

    Clark, Esmeralda, Lincoln and Nye Counties

    HISTORY
    The Southern District was formed in 1950, with Mrs. Reba McKinster of Las Vegas as its first chairperson. At that time it was to include the counties of White Pine, Clark, Lincoln, Nye and Esmeralda. Interest faded several years later, but the district was reactivated in 1956. By 1958, two other districts had been formed, a Northwest District and the White Pine District, which included the counties of White Pine, Nye, and Lincoln, and had emerged from the Southern District. The district gained representation on the NLA board of trustees in 1973 with the transition to the new bylaws. By 1974, Nye and Lincoln counties had returned to join the Southern District.

    SOUTHERN DISTRICT RULES OF PROCEDURE
    Approved May 16, 1982

    ARTICLE I. PURPOSE.
    The purpose of the Southern District shall be to promote the continuous growth of libraries in the state and to improve communication between librarians, especially in the Southern District.

    ARTICLE II. MEMBERSHIP.
    Any paid members of the Nevada Library Association may choose membership in the Southern District. The Southern District includes the counties of Lincoln, Nye, Esmeralda, and Clark.

    ARTICLE III. OFFICERS AND DUTIES.
    Section 1. Officers shall be Chairperson/Representative to the Board of Trustees of Nevada Library Association, Chairperson-elect, Secretary/Treasurer, and Representative to the Nominating Committee of Nevada Library Association. Officers shall be elected within thirty days following the annual meeting of Nevada Library Association and shall take office in January 1st. In the case of the Representative to the Nominating Committee, the election shall take place prior to the annual meeting. Nominations may be made from the floor, and election shall be by voice vote or by ballot on request of any member. The officer serving as chairperson/representative shall not be a current Nevada Library Association office holder or nominee. Term of office shall be one year. In case of a vacancy in any elected office, there shall be an election at the following meeting in the same manner as above. The removal of any officer shall be conducted by means of a recall vote and be initiated by three officers or by written petition of twenty percent of the members of Southern District. The recall of the officer shall be approved by a majority vote of members by written ballot.

    Section 2. Responsibilities. The Chairperson/Representative of the Board of Trustees of Nevada Library Association shall preside at all meetings, appoint committees as necessary to carry on the functions of the District, and prepare an annual report for publication by Nevada Library Association. The Chairperson, serving as the District Representative, shall attend all meetings of the Board of Trustees of Nevada Library Association and shall act as liaison between Southern District and said board. The Chairperson-elect shall preside at meetings in the absence of the Chairperson and shall submit a budget request and program justification in accordance with Article VI. Section 2. The Secretary/Treasurer shall record the minutes of all meetings, send notices and information to Southern District members, maintain current mailings lists of members, maintain financial records and pay all bills incurred by the Southern District. The Representative to the Nominating Committee of Nevada Library Association shall, with other members of said committee, prepare slates of candidates for elected officers of Nevada Library Association, and shall attend any meeting of the Nominating Committee. Should either representative be unable to attend a scheduled meeting of his/her respective board or committee, the individual shall designate another member to serve as proxy, who shall deliver a written notice of said designation to the Chairperson of the meeting which he/she is attending as proxy.

    Section 3. Budget Request. Elected officers shall be responsible for the annual budget request and program justification. The District chairperson/representative shall be responsible for presenting said budget to the Financial Committee of Nevada Library Association by December 31st of each year.

    ARTICLE IV. COMMITTEES.
    A Program Committee may be appointed by the Chairperson and shall be composed of the Southern District officer and in addition shall include a representative from an academic, a public and a school library.

    ARTICLE V. MEETINGS.
    Meetings shall be held at least quarterly or by the call of the Chairperson or by petition of the members.

    ARTICLE VI. BUDGET AND FINANCE.
    Section 1. The Chairperson-elect shall submit a budget request and program justification to the Financial Committee of Nevada Library Association by December 31st of each year preceding the year for which the budget is requested.

    Section 2. The Chairperson/Representative to the Board of Trustees of Nevada Library Association and/or the Secretary/Treasurer shall be authorized to submit reimbursement claims to the Financial Committee of Nevada Library Association.

    ARTICLE VII. AMENDMENTS.
    Changes shall be made in these bylaws by a 2/3 vote of the voting members present at any meeting, provided notice of the proposed change has been sent to the membership at least thirty days before the meeting. Approved amendments shall be sent to the Board of Trustees of Nevada Library Association for approval, in accordance with Nevada Library Association bylaws.
